किंतु हुआ क्या, जरा इसे भी सुन लीजिए—
"These orders were reiterated in 1874, and 1875, and it was directed that all processes, notifications, and proclaimations should be made in Hindi; that official records should be kept in Hindi; that petitions should be received, at the option of the presenters in the Hindi or Urdu character; and that a knowledge of the Hindi character should be insisted on in the case of Police ministerial officers. The orders were disregarded and defied for several years by the use in official documents in Behar." Accordingly in the middle of 1880, he directed that this character should be exclusively used from the 1st of January, 1881, throughout the Patna and Bhagalpur Divisions, and forbade the issue from the courts or the reception by the courts of any document, in the Persian character, except as exhibits."
