प्रोफेसर जान डीवे (John Dewy) कहते हैं:—
“Every society gets encumbered with what is trivial, with dead wood from the past and with what is positively perverse...... Asa society becomes more enlightened, it realizes that it is responsible not to conserve and transmit the whole of its existing achievements, but only such as make for a better future society.”
अर्थात्—“प्रत्येक समाज तुच्छ बातों से, अतीत के मृत काष्ठ से और उस चीज़ से जो निश्चित रूप से चिरचिरी है भारग्रस्त हो जाता है। जब समाज अधिक प्रबुद्ध हो जाता है, तो वह अनुभव करता है कि वह अपने सम्पूर्ण वर्तमान उत्तम कार्यों की नहीं, वरन् केवल उन्हीं कार्यों की रक्षा करने और अगली पीढ़ी को देने के लिए उत्तरदायी है जो भावी समाज को अच्छा बनायँगे।”
इसी प्रकार बर्क (Burke) कहता है:—
“A state without the means of some change is without the means of its conservation. Without such means it might even risk the loss of that part of the constitution which it wished the most religiously to preserve.”
अर्थात्—“जिस राज्य में परिवर्तन का कोई साधन नहीं वह अपने रक्षण के साधन से रहित है। ऐसे साधन के बिना शासन-विधान के उस भाग से भी उसके हाथ धो बैठने का भय है
