बाजीराव का पुनरभिषेक ५६३ इस पर मिल लिखता है :- "किन्तु भारत के अन्दर ब्रिटिश साम्राज्य को पूरी तरह पका कर सकना और भावी शान्ति की स्थापना कर सकना-दोनों उस समय तक असम्भव थे, जिस समय तक कि मराठा ताकत के मुंह में काफी लगाम न दे दी जाय ।" क्लाइव के समय से लेकर अनेक मिसालें इस बात की मिलती हैं, जब कि कम्पनी ने केवल अपने फायदे के लिए न्याय अन्याय अथवा प्रजा के फायदे, नुकसान या उनकी इच्छाओं की खाक परवा न करते हुए एक अयोग्य, अनधिकारी या दुराचारी मनुष्य को अपनी चालों या सङ्गीनों के बल किसी रियासत की गद्दी पर बैठाने का प्रयत्न किया। 1802, he declared his conviction, that those defensive engagements which he was desirous of concluding with the Maratha states, were essential to the complete consolidation of the British Empire in India and to the future tranquility of Hindostan'"--Mill, vol vi, Chapter 2, pp 286,87 ."
