दूसरे मराठा युद्ध का प्रारम्भ ५६७ कारखो को तुरन्त गवनर जनरल बना दिया जाय, १२ जुलाई सन् १८०३ को एक लम्बा पत्र लिख कर गवरनर जनरल के सामने पेश किया, जिसमें ये स्पष्ट वाक्य आते हैं :- " x x x हिन्दोस्तान के अन्दर कोई भी देशी राज ऐसा बाकी नहीं रहने देना चाहिए, जो कि या तो अंगरेज़ों की ताकत के सहारे कायम न हो, और था जिसका समस्त राजनैतिक व्यवहार पूरी तरह से अंगरेजों के हाथों में न हो । वास्तव में मराठा साम्राज्य के प्रधान यानी पेशवा को भंगरेजी सत्ता के बल फिर से मनसद पर बैठाने के कारण हिन्दोस्तान की शेष समस्त रियासतें भी अंगरेज़ सरकार के अधीन हो गई हैं। यदि पेशवा के साथ हमारी सन्धि कायम रही तो उसका स्वाभाविक और आवश्यक नतीजा यह होगा कि धीरे धीरे सींधिया x x x और बरार का राजा दोनों पहले पेशवा के माश्रित हो जायगे, और फिर नई सन्धि के कारण (पेशवा द्वारा) अंगरेजों की सत्ता के अधीन हो जायेंगे। यदि वे लोग बसई को सन्धि में सहमत हो जाते तब भी नतीजा उनके लिए यही होता xxx1"* no native state should be lett to eust in India which is not upheld by the British Power, or the political conduct ot which is not under its absolute control The restoration of the head of the Maratha Empire to his Government through the influence of the British Power, in fact, has placed all the remaining states of India in this dependent relation to the British Government If the alliance with the Peshwa Its maintained its natural and necessary operations would in the course of time reduce Scinthia and the Raja of Berar, to a state of dependence upon the Peshwa, and consequently upon the British Power even if they had acquies- ced in the treaty of Bassein -Str George Barlows Memorandum to the Governor General, dated 12th July, 1803
