प्रथम लॉर्ड मिण्टो ८२७ पत्र "बंगाल की अंगरेज़ सरकार के पास इतनी फ़ौज मौजूद है कि बड़ी प्रासानी से वह सारी प्रजा का संहार कर सकती है।"* स्वयं लॉर्ड मिण्टो ने अपनी धर्मपत्नी के नाम एक 'प्राइवेट' पत्र में उपहास के साथ लिखा था - लॉर्ड मिण्टो का "हाल में डाकू लोग बैरकपुर से तीस मील के - अन्दर आ गए हैं । दल बाँध कर डाका डालने का जुर्म थोडा बहुत बङ्गाल में हमेशा होता रहा है किन्तु अाजकल यहाँ डाकुओं को कामयाबी भी होती है और दण्ड भी कुछ नहीं मिलता; इसलिए प्रास पास के अधिक जंगली इलाकों में, जहां लोगों को इतने अर्से तक एक बाज़ाब्ता और कानूनी हुकूमत का सुख भोगने को नहीं मिला, डकैतियाँ जितनी होती हैं उससे भारत के इस सभ्य और समृद्ध भाग में कहीं अधिक होती हैं। और ऊपर से देखने में इन प्रान्तों की अंगरेजी हुकूमत के लिए यह लज्जाजनक है कि हमारे सब से पुराने इलाके इस अराजकता और अन्याय के दुष्परिणामों से सब से अधिक अरक्षित हों।" !
