by the original composition of men whose minds have been imbued with the spirit of European advancement, so that European knowledge may gradually be placed in this manner within the reach of all classes of the people. We look, therefore, to the English langunge and to the vernacular languages of India together as the media for the diffusion of European knowledge and it is our desire to see them cultivated together in all schools in India of a sufficienly high class to maintain a school master possessing the requisite qualifications.”
सन् १८५४ के आज्ञा-पत्र से ऊपर जो अश उद्धृत किया गया है उसमे प्रतिपादित सिद्धांतों के अनुसार यदि भारतवर्ष के अँगरेज शासक अपनी नीति को काम में लाते तो इन ९० वर्षों में भारतीय भाषाओं को विशेष उन्नति हो गई होती। पर इस ओर गवर्नमेट का सदा उपेक्षा का भाव रहा। उसने कभी सचाई से इस बात का उद्योग नहीं किया कि देशी भाषाओं के भाडार की पूर्ति हो। उसे तो सदा इस बात का भय रहा कि इन भाषाओं की उन्नति से कही अँगरेजी को धक्का न पहुॅचे। भाषा ही एक ऐसा अन्न है जिसके द्वारा किसी जाति का भाव बदला जा सकता है। जब से हमारे देशी लोगों के हाथ में शिक्षा का प्रबंध आया है तब से इस भाव मे परिवर्तन हो गया। अब वो यह लक्ष्य सामने रखा गया है कि सब प्रकार की शिक्षा मातृभाषा-द्वारा दी जाय। इस लक्ष्य को
