भारतीय उद्योग धन्धों का सर्वनाश म आगे चल कर हेनरी गूगर लिखता है कि माल की कीमत तय करने का पूरा अधिकार रेज़िडेण्ट को होता है। सिराजुद्दौला के समय से लेकर बङ्गाल के अंदर कम्पनी का _ यह प्रयत्न बराबर जारी था कि देश का सारा पर अनसुन व्यापार कम्पनी ही के हाथों में श्रा जाय । एक अत्याचार - प्रसिद्ध अंगरेज़ बोल्ट्स, जिसकी पुस्तक प्लासी के केवल दस वर्ष के बाद प्रकाशित हुई थी, इस प्रयत्न के परिणामों को इस प्रकार बयान करता है- ___ “इस उद्देश की पूर्ति के लिए देश के ग़रीब कारीगरों और मज़दूरों के साथ इस तरह के अत्याचार और अन्याय किए गए हैं, जिनका अनुमान तक नहीं किया जा सकता । वास्तव में इन कारीगरों और मज़दरों के ऊपर A native wishing to sell me the coroons he produces for the season takes my advance of money, a village of winders does the same After this contracts made, two of the Resident's servants are despatched to the village, the one bearing a bag of rupees, the other a book, in which to register the names of the recipients In vain does the man to whom the money is offered protest that he has entered into a prior engagement with me If he refuses to accept it, a rupee is thrown into his house, his name is written before the witness who carries the bag, and that is enough Under this inquitous proceeding the Resident, by the authonty committed to him, forcibly seizes my property and ny laborers even at my door "Nor does the oppression stop here If I sued the man in court for repayment of the monev I had thus been defrauded of, the judge was com- pelled, before granting a decree in my favour, to ascertain from the com- mercial Resident whether the defaulter was in debt to the East India Company If he was, a prior decree was given to the Resident, and I lost my money."-A Personal Narrative of Two Year's Imprisonment in Burma 1824-26, By Henry Gouger, p2
